Is this sexual harassment ?

So, I might have not been there in India but I am still in contact with my friends, so today very weird thing happened with my friend.

In geography period today my friend was sitting on the 2 seat in the 1st row, there are four rows in total for context, she was talking to someone clearing their doubts since she is amazing at studies. Them our geo teacher asked her to sit alone on the first seat in the 4th row, she quietly sat there and paid attention, she was minding her own business when sir put the teachers chair facing the black board, very close to it and asked her to sit there, she was uncomfortable but still just sat there. She is quite petite so whenever sir would move forward his lower abdomen would right be in her face, he kept doing this purposely, then when she asked him to move backwards in a very polite manner he just smiled in a very creepy manner and whispered NO in her ear. She was scared so she didn't say anything later her friends asked her to report it to the principal, but she decided to ignore and give him another chance. It was very clear that he had done all this intentionally. I also suggested that she report it but she is scared that it might not be considered as sexual harassment. Thoughts ?
