Should i loc up?

Hi i have 3b/c hair texture, high porosity and from east africa. Been growing my hair for about 1 year and 8 months with no trims(dead ends), and it’s about chin length ght now. Should i loc up and how should i start my starter locs. I also want to mention that there isn’t many skilled loctisions around my area. Ask away questions if needed!
