is this really a war?

i’ve been seeing people calling this a war arc but i really don’t understand why. it’s just shiki’s crew vs ziggy’s crew and deadened crow i would say it’s more like a battle. and even shiki refers to it as a battle. it doesn’t fit the definition of war
