Native speakers, is it 'talking TO someone' or 'talking WITH someone' and is it 'close TO someone' or 'close WITH someone'? Which one is correct or do they have different meanings?

Sara is close to her mom
Sara is close with her mom
Are you close to your family?
Are you close with your family?
Does using to and with in these sentences give different meanings and depends on the situation?
