Skinny fat suggestion

I (M33, 5'10", 68kg) have recently started working out for the first time in my life. On doing some research I discovered that I have a 'skinny fat' body type (waist and hip ~34 inches) where I have the worst of both worlds i.e. high fat, low muscle. My body fat as per the Navy method is ~17%

Although I am not too strict on the diet I am eating close to my TDEE and I am aiming for a 100g protein a day minimum (mainly through 3-4 eggs, ON whey, protein buttermilk/lassi (x2) + normal food.

Can someone share how should I proceed? Should I cut or bulk first? Would also love to hear from former skinny fat members on what they followed.
