Weapon and hero vouchers

I'm grinding to level 13 in ventures today and wanted to know if I should get the plasmatic discharger or the xenon bow for my weapon? I also have no idea what Hero to go for and I have 3 hero vouchers so all opinions are welcome. Just started twine as well as for where I'm at in the game.
