Thrashed by tourist ...What's up with people thrashing each other instead of reporting to the police?

I have seen such incidents happen quite alot of times where a person's first instinct is to slap the other person instead of calling the cops. In the video , they took it too far by damaging the car too. How do we change this mentality? Never seen such incidents in other countries.
