This the way international shipments work?

So basically I ordered something from the states, I’m in Europe. Meaning that the seller got a grailed Label. It now says it’s been delivered in LA? Does it get forwarded overseas or did grailed Label fuck up or am I being sc4mmed? Does the grailed label usually autofill or can the buyer still fill it
