Central A/C help

I didn't know who to ask!! My central air has been freezing and not blowing well for a few yrs, maintenance man came and cleaned out unit and was blowing great, one week later froze up again and now not blowing at all. Landlord is very short of help so is there any a/c companies that will service a house that's being rented? Or does anyone know of any independent contractors I can contact or please any suggestions on the issue. I'm pretty handy and will fix it myself. Could it be compacitor or fan motor?
