Can you actually play remotely?

So I’m debating getting one. But I’ve been getting mixed answers on if you can actually play remotely. So if my ps5 is in rest mode at my home and I’m 250 miles away (obviously with a WiFi connection), would I actually be able to play my downloaded games? Or what about playing ps plus cloud streaming? Any answers are very appreciated!
