What happens when you breach your Green to Gold Non-Scholarship ROTC Contract? (X-Post r/Army)

So I'm looking into the Green to Gold program and thought that if I am going to apply for this, I better cover my bases, so here I go: I know that if I go through the scholarship program and somehow fail to meet the requirements to finish ROTC, then I would either go back to Active Duty and/or pay the money back I received for scholarship. But for the Non-Scholarship program--when I asked the school's ROTC counselor--I was informed that the service member "may go back to Active or disenroll (depending on the reason for the breach)". I am not too sure what this entails. What "reason" could send the SM one way or another? Would he/she even have a choice/say?

AR 635-200 Para. 16-2 states that "breaching the terms of the USAR enlistment contract or ROTC student contact will subject him/her to involuntary order to AD to complete the contractual obligation and, if a scholarship cadet may, in lieu of AD, require repayment of scholarship benefits received." With this said, I am not sure if the Army is claiming the right to the "involuntary order" (whether or not they do), or that it will happen 100%.

Does anyone have any experience regarding to this issue?
