Can the franchise put the triggers earlier in the movies?

A common thread with latest Section 31 fiasco, is many fans turned it off around 20-25 minute mark, can we start a petition, whatever it is on that point, put it on earlier, so we do not lose time? Like what would be your instant trigger?
