Lizard-dry skin in a dry, cold climate: Any fragrance/essential oil & actives-free toner/essence recommendations that don't rely on hyaluronic acid?

Currently abandoning my Laneige Cream Skin as it's stopped performing for my winter dryness, but I still need some kind of hydrating layer to go under my actives and RLT. I'd really prefer to avoid actives in the toner/essence so as not to interfere with other serums in my routine (and historically my eczema is very iffy on niacinamide and vitamin C), is there anything out there that fits the bill? Bonus if it's soothing for redness and sensitivity, as my skin is often stinging and flushed with the heater running.
