Late Game Spoilers- Question about 'Postscriptia' request

After taking her to the Everdoor, Elena gives you an additional requests; Complete Francis' Errands and Upgrade all your stations.

Do you have to complete this quest for 100% completion? Because I've done everything else barring the two things she wants me to do, the only thing besides this that I have to do is return Stella & Daffodil to the Everdoor.

I'm on 98% completion and I really don't want to do her request since it's going to require a lot of back and forth from different areas, especially considering I haven't even unlocked the blueprints required for some stations. If I ignore it and bring Stella to the Everdoor, will my save be stuck on 99%, or will I go up to 100% completion?
