Did anyone else's manager lay down a bunch of dress codes that no one follows?

So for orientation, they told me that leggings are not allowed unless you have a shirt long enough to cover your butt, and that you can't wear anything with a hood. Well I've worked here for a week and a half and I've seem several girls break both of these rules? Would it be a big deal if I did too lol and did anyone else realize this?
