Break schedule question!

So if you are scheduled more than 7 hours you get a lunch and 2 15 minute breaks. At my store we have team members who are working 7 hour shifts and being told that they only get 1 15 minute break because on the grid the shift says 6 hours and 30 minutes (because the schedule accounted for their meal) however, the break schedule that is made by the computer gives these team members 2 15 minute breaks for a 7 hour shift. So are the team leaders correct by scheduling these team members 1 15 minute break because the grid says their shift is only 6 hours and 30 minutes?
