What is wrong with my cats nail/paw?

Had important plans today but canceling to take him to the vet. Is this going to cost a lot? Can anyone give me an idea as to what this is? His paw is swelling and he seemed to lick it a bit. He doesn’t seem to be in a lot of pain and is just laying.
