Terry Silver is a TRAGIC character

I'd say the most tragic other than Kwon, of course. Silver went through hell in the war, definitely causing PTSD and proceeded to go on drugs throughout the eighties to cope with the trauma of war, found karate as a vessel to have a legacy. He got utterly humiliated and had his legacy ruined after having the local champion defeat the national champion. Managed to escape the violent life and live peacefully and happily in a mansion only for Kreese, his war buddy to guilt trip him back into karate. Have his house and some of the best senseis from Korea get trashed by Johnny. Get absolutely humiliated by Daniel in front of all his students in his own Dojo, in which his bribery is exposed, causing his name to forever be tarnished at the All Valley. Get arrested (although he makes it out). Find a mentee in Kenny only to get flipped off in front of entire dojos. Watch a child die because of his actions. All of these while also being terminally I'll and probably being humiliated AGAIN.

Such a sad character (evil shenanigans aside). Imo the saddest thing though was he finally was free from karate and all his violent tendencies just to get dragged back in because Kreese is an absolute loser.
