Help Remembering a Character?

This has been driving me crazy, off and on, for the last few years. I remember seeing a character and being interested in them, but can't remember who they are or even exactly which imprint. So I turn to the community for help.

What I do remember is his costume/outfit looks like a Rene Magritte sky. Sky blue with clouds. I THINK he was from one of the Wildstorm teams as I remember seeing him on a DC crossover or event. Maybe. I think the charcater may have been schizophrenic or suffer some mental disorder.
