Vaccine Safety Data link privatization paper trail

I have come to understand through multiple reports, that in the early 2000's that vaccine safety data link that had previously been public data, was made private and transferred to the ownership of a few HMO's. And that the HMO's were actually owned/run by people who also had positions in critical health agencies. (EPA, CDC, NIH, i can't remember which one) The conspiracy was that this was to cover up the work done by belgian scientists that used the vaccine safety data link data to uncover a strong correlation between vaccines and autism. I'm struggling to find the paper trail because I honestly don't even know where to begin looking. Hoping someone know where to look or can at least point me in the right direction. Thanks!
