Is emerald the worst rank?

I actually reached Emerald last season. But it was near the end of the season so I stopped playing rank. And now I'm grinding rank and reaching Emerald back is pretty easy. However... As soon as I reach Emerald and started playing rank my teammates quality went down hill. Like really bad. I've never encountered someone who is glue to chat instead of playing before emerald. Now I'm seeing them more and more. They also don't pay any mind to the objectives but TBF not a lot of low elo do. There are also more afk and the champ picks are just cancer. I just had 4 ADC match. Now I'm wondering if I was playing with bots in plat and below. Is that what's happening? Or is emerald just the worst rank?
